The political fight over high fuel prices produced little progress in Congress on Friday as Senate Republicans blocked a Democratic effort to force a vote on legislation intended to curb what lawmakers consider excessive speculation in oil futures.

By a vote of 50 to 43, the Senate fell 10 votes short of the 60 needed to cut off debate on the speculation measure as Republicans demanded that they be allowed to offer amendments on lifting a ban on coastal oil drilling, expanding the use of nuclear power, removing oil from Western shale and other energy production proposals.

Along the highways of this sprawling prairie city, and in other pockets of the country, a mutiny is growing against energy policies that heavily support and subsidize the blending of ethyl alcohol, or ethanol, into gasoline.

Smoke transported to the Arctic from northern forest fires may cool the surface for several weeks to months at a time, according to the most detailed analysis yet of how smoke influences the Arctic climate relative to the amount of snow and ice cover.

“Smoke in the atmosphere temporarily reduces the amount of solar radiation reaching the surface. This transitory effect could partly offset some of the warming caused by the buildup of greenhouse gases and other pollutants,” said Robert Stone, an atmospheric scientist with the university and NOAA Cooperative Institute for Research in Environmental Sciences (CIRES) and lead author of the study, which recently appeared in the Journal of Geophysical Research.

WHY NOT have a vote on offshore drilling? There’s a serious debate to be had over whether Congress should lift the ban on drilling in the Outer Continental Shelf that has been in place since 1981. Unfortunately, you won’t be hearing it in the House of Representatives — certainly, you won’t find lawmakers voting on it — anytime soon.

Instead of dealing with the issue on the merits, House Speaker Nancy Pelosi (D-Calif.), a staunch opponent of offshore drilling, has simply decreed that she will not allow a drilling vote to take place on the House floor. Why not? “What the president would like to do is to have validation for his failed policy,” she said yesterday when asked that very question. “What we’re saying is, ‘Exhaust other remedies, Mr. President.’ . . . It is the economic life of America’s families, and to suggest that drilling offshore is going to make a difference to them paycheck to paycheck now is a frivolous contention. The president has even admitted that. So what we’re saying is, ‘What can we do that is constructive?’

Nancy Pelosi, Harry Reid and other liberal leaders on Capitol Hill are gripped by cold-sweat terror. If they permit a vote on offshore drilling, they know they will lose when Blue Dogs and oil-patch Democrats defect to the GOP position of increasing domestic energy production. So the last failsafe is to shut down Congress.

Majority Leader Reid has decided that deliberation is too taxing for “the world’s greatest deliberative body.” This week he cut off serious energy amendments to his antispeculation bill. Then Senate Appropriations baron Robert Byrd abruptly canceled a bill markup planned for today where Republicans intended to press the issue. Mr. Byrd’s counterpart in the House, David Obey, is enforcing a similar lockdown. Speaker Pelosi says she won’t allow even a debate before Congress’s August recess begins in eight days.
